Hong Kong Chief Executive John Lee unveiled the city’s first five-year plan in September, setting out five binding and 17 aspirational goals aimed at keeping the city competitive and attractive to international investors, while improving the livelihoods of its residents. Lee also unveiled the final annual policy address of his current term, which contained a series of concrete measures to help the city attain the ambitious goals outlined in the five-year plan.
